Hi, is this able to use Kerosene as fuel?

No, Trangia strongly advises against the use of oil based fuels in their stoves, such as kerosine or petrol...it can cause serious injury and damage the wick of the burner.
Alcohol based fuels such as Metho, or Ethanol are the best bet.

It will depend on the location you're wanting to use the Trangia, but you can't use any fuel fires on Total Fire Ban Days, and lots of National Parks prefer gas stoves to be used during fire danger season to reduce the chances of accidentally starting a fire. The best option would be to check with National Parks or the CFS in the state you want to use it.

The main difference between the 27-8 and 27-1 is that ultralight aluminium. On the other hand, the 27-8 comes a combo of ultralight aluminium and hard anodised aluminium and has a kettle whereas the 27-1 doesn’t. You can check out the whole 27 series on Trangia's website side by side here if that helps.
The anodised surface is going to be easier to clean and more scratch-resistant, so it’s more hardwearing than ultralight aluminium.
Do you stock the Hard Anodised versions of the 27 series? We are hoping for something a little quicker to clean (might save on water that way when out on the tracks!). Also, do you stock the gas cooker attachment?
