G'day Shane,
If you've got a broken pole section you'll just need an 8.5mm fibreglass pole repair kit to replace the broken section. If you've misplaced all of the poles, then you'd need to make new poles using a repair kit, unfortunately the entire pole kit isn't available separately.

Can this tent be setup with out using tent pegs ? EG Camping on Sand at the beach or desert or hard ground without needing tent pegs ?

Yes, the Stealth Mesh Tent is self-supporting, however, to ensure a secure and stable set up we'd recommend pegging it out or using rocks/sand pegs to tension the fly.
