Will a silk cotton liner cause static friction with a synthetic outer (down fill) sleeping bag? I’ve used a silk liner which created uncomfortable static with synthetic outer sleeping bag.

Generally, pure silk liners will create some static with sleeping bags, but the silk cotton blend will have less static build-up. There may still be some if you're a bit of a restless sleeper.
Would this work with a mummy sleeping bag ?

You'd have a fair bit of extra fabric bunched up around your lower legs, as this liner is rectangular.
If you don't mind that, there's no reason why you couldn't use it, however, I'd tend to recommend a tapered or mummy-shaped liner.
