Is there a tool to remove these polycarbonate tarp pegs? How hard are they to remove?

Generally these are suitable for soft, non compact ground like sand or turf, so you shouldnt have too many issues getting them out. The head on them is enough to get a grip by hand, and if they're not pulling out super easy first go, giving it a bit of a twist should get them out, no worries

For securing a ground sheet. Is there some benefit to using tyewe, or just reduced weight at the expense of strength in tough ground?

The Polycarbonate Tarp Pegs are a lightweight option geared toward hikers who are after a lightweight peg to peg out their hiking fly or tent. If you're not planning to hike with them then the galvanised key head peg should be fine for you.

Will the spike fit through a tarp eyelet hole of 15mm diameter and is the head larger than this dimension so it won't go through the hole?

Sorry for our slightly confusing dimension on these Supa Peg Polycarbonate Tarp Pegs. The peg itself is 10mm wide but the head is 20mm wide. So it should fit nicely through your tarp eyelets and then hold it in place pretty well.
