Would this spark be enough for dry grass ( to start a fire )

It is highly unlikely that you'd be able to get dry grass to catch with the piezo igniter. It's not impossible, as we know from fires that start from sparks under extreme conditions but is highly unlikely, and this product isn't a good option if you're needing to be able to start a fire for cooking/comfort.

The Piezo Igniter doesn't contain anything other than a sparking mechanism, so there isn't anything to refill.
i know these are used for gas canister stoves - but can they also be used to light alcohol based stoves as well e.g. Trangia burners??

While none of us have tried to light an alcohol burner with a MSR Piezo Igniter, we doubt that it would be capable of doing so as it only produces a tiny spark for lighting gas. We recommend sticking to matches or a lighter.
