Could this mozzie tent be placed on a stretcher 900 w x 2100 L? Then a swag put into the dome?, thus making the sleeping person in a insect free space? The only other alternate I can see is to spend approx 4 times as much to purchase a swag with mesh sides similar to the Darche Dusk to Dawn.

Not something we'd recommend, sorry. You could possibly have some success with the Mozzie Dome I if you can track one down. They're discontinued but you may find some retailers that still have stock. They're a single-person size and would fit better on a stretcher.
If you anticipate being in rain or having wet foggy mornings, I'd also recommend trying to pick up a fly for the Mozzie Dome if you decide to go down that route.
If you already have your stretcher and swag, another option may be something like an actual screenhouse. From a penny counting perspective, it's more than a mozzie dome but cheaper than a new swag, and will give you insect-free living space as well.
Might be worth considering.

Just after a fully see-through dome without the solid material on top as it's all about seeing the stars. Does that top piece come off?

The solid fabric on top is sewn in and is an integral part of the pole sleeve and strength of the tent. Have a look at some of the Hiking tents that we offer, some of them feature full mesh inners. The added bonus with the hiking tents is that you have a waterproof fly for when you need it. We do have to mention that with a hiking tent, the warranty only covers you if the tent is set up with fly and inner.
Not sure what you want in this box. We have a verandah, would love to sit and read out there, without getting bitten by mozzies.

The Mozzie Dome II tent doesn't need to be pegged into the ground to stay upright, however, we wouldn't suggest leaving it unattended if it's not secured. They are only 95cm high though, so you might struggle to sit inside it unless you have a very low ground chair or beanbag. You might find a Mosquito net that you could suspend from the top of the verandah a slightly better option?

The Oztrail Mozzie Dome II Tent is designed primarily as a dry, warm weather tent. Oztrail do say that the floor of this tent is waterproof but we'd suggest that this waterproofing is relatively minimal and if the ground was saturated, then you might still have a few issues. If the ground is only damp though, you should be fine.
