Is the mesh midge proof

This screen house has "No See Um" mesh which is known within the camping & outdoor industry as the best chance you have in the quest against midges.
Camping gear rarely comes with an absolute midge guarantee, because they're tricky buggers, but combined with your standard midges deterrent practices your chances are pretty good.
Could you cook inside the screen house

I can't see any reason why you couldn't, just make sure you don't have any walls up and they're all open to the mesh panels.
Would be a great way of keeping the flies out when you're trying to have a feed!
To what extent is the roof water proof

The roof is not waterproof at all. The screenhouse should only be used for shade and protection from insects.

We are looking to purchase this screen tent for a caravanning trip up north to use both as an outdoor room to escape the flies and mosquitoes, but also as a tent for short trips off road.

Unfortunately not, the Instant Up Screen House just has the two built-in walls/awnings. There aren't any extra optional walls available.
I like to use these as a shelter for camping, and we do get some rain. How much can i expect this to keep rain out?

The Screen House isn't waterproof, so it won't keep out rain at all, the side awnings are also only on two sides, so even if the solid roof and two sides provided a little bit of shower protection, you still have two sides that are only mesh material. If you're likely to encounter rain you might have to look at another option.
