I believe it's made from water resistant fabric, but it's not fully seam sealed or waterproof.  It may be ok in brief light rain, but anything more than that (especially on a motorbike where rain hits at force) I'd be looking at popping it in a dry sack.

The weight of the Howqua 2 without pegs is 2.45 kg.
Bare in mind that this is not a free-standing tent option, so must be fully pegged out in order to be set up.

Unfortunately, we don't have display models of these items to give it a physical try for you. I think you'll most likely be ok in Cot One if it's just you in the tent given that the Cot is fairly low to the ground. It's hard to be completely sure, but we think it should be ok.

The absolute minimum number of pegs you'll be able to use is 10 pegs, however, we'd recommend you use all available peg points to ensure that the tent is stable and secure. I'm not too sure which pegs you're referring to, but based on the colour I'm assuming you might be looking at the MSR Mini Groundhog Tent Stakes? If so, then you could replace all of the pegs with these, or use the pegs supplied with the tent, or a combination of the two. It's really up to you, and the main terrain you'll pitch the tent in.

We'll always recommend using the fly on a tent to ensure it is weatherproof, secure and stable. You could double up the pegs on the corners as you've indicated and run with 6, but you wouldn't be setting yourself up for good water-shedding from the fly and may find that the fly allows some water-pooling.

Yes, the Howqua 2 Hiking Tent is a compact lightweight tent that is relatively easy to set up. It is relatively lightweight for a 2 person tent, and should give you plenty of space to sleep. The Blackwolf Mantis UL II is a good direct comparison for this tent. One thing to note is that this style of tent isn't freestanding, so you'll need lots of places to peg out the tent, which can sometimes we tricky depending on the terrain. If you can afford the extra 500g or so in weight, it might be worth looking at some of the freestanding options available, that can be put up with fewer pegs.
