Instructions state that the burner is filled to 75% capacity but does not explain where this is placed

Great question. I'm not familiar with smokers, however, from my research, it appears that the burner is placed centrally at the base below the metal tray in the section where the ventilation holes are.
Instructions do not provide any guidance as to where the wood shavings are placed.
