Does this tent require pegs for it to stand?

The Black Wolf Cocoon Bivy Tent does need to be pegged out for it to stand up properly. What some people do though, is tie the ropes off to a tree which will help it stand without being pegged in.
If it rains, where can I put my 65L Pac in the tent?

The Black Wold Cocoon Bivy Tent is designed primarily just to fit you. However, you could have your pack inside laying flat at the head end if you're not too tall, or store your back next to the tent with a waterproof pack cover over it.
