Will it work attached to the front of the passenger seat instead of the back

Theoretically, you could do this, however, it will depend on the seat height and shape of your passenger seat, you may find that it is too long, and the curve of the seat may mean it won't stay in place overly well.

Is the back flexible? I would like to know if it can rolled up and used as a utensil holder/ spice rack for camping.

G'day John,
They're made from a fairly stiff canvas, so won't roll quite like a tool roll. They can sort of be rolled side to side depending on what is in the pockets, but they're not able to be rolled from the bottom up, due to the stiffening rods along the sides. I guess you could use this as a utensil holder/spice rack, but it's really designed as a set organiser, so has been engineered with that in mind.
