Is the total length of rope provided 400cm or being a pack of 4, is there 4 x 400cm of rope (totalling 1600cm)

They are 400cm each Tom, so a total of 16 metres of rope, 1metre guy ropes would be a bit useless. Sorry for the confusion.

I've just checked for you and these particular guy ropes don't have reflective tape woven into them.
One that does though, is the Reflective Guy Rope from Zempire which you can take a look at here if you're interested.Â
