It probably depends on your definition of a standard 20L bucket, if you're thinking of the generally white buckets made from a solid plastic and usually with a lid, then, unfortunately, no, they're a few centimetres too tall, but if you're thinking a black builders style 20L bucket then likely yes, depending on the height. You wouldn't want the bucket to be any taller than 38cm. If you're after a bucket-style rather than a dig a hole style toilet then you could go for the Thunder Down Under Toilet, which is a toilet seat on a bucket.

Hi Keith, these come with some some bags, but we have not been able to find after market replacements. We recommend purchasing large biodegradable bin liners from a supermarket large enough to fit over a 40 x 40cm box.
