If I hook the loop over the end of a tape measure and pull it tight but not stretched, it's about 12cms down to the ball. I hope this makes sense!

No instructions that I'm aware of but it is relatively easy to explain. You thread the bungee cord through two (or more) attachment points before then threading the ball through the loop at the end of the bungee. You need to ensure the bungee has tension so that the ball grips in the loop to give you a secured circle.
