Whilst you definitely can use the Elemental 3 Pce Scouts Cooking Set on a public BBQ, it won't damage the cooking set at all. However, you will most likely find that it won't heat through very well. It might take a while to get the heat through whatever you're cooking.

My smelly scout (son) wrecked his Jetboil cup - the stove is still ok, but I'm looking for a cheaper replacement option for the cook set. Either that or I will buy a cheaper stove and pot set.

We wouldn't recommend using anything other than Jetboil products with the Flux Ring on Jetboil Stoves as the heat output is too concentrated resulting in inconsistent heat into alternative pots/pans. The primary purpose of the FluxRing is to disperse this heat to ensure consistency in the heat output. Sorry.
