It is, but you'll need a MC4 to Anderson adapter cable - the panels have MC4 connectors, the Rover has an Anderson cable input.

I have measured these and from the corner to the first hole is 14cm, the second hole is 19.5cm and the middle hole is 39cm in. The distance between the two middle holes is 54cm. They are the same distance on each end.

I'm not quite sure I understand the issue, so sorry if I've got this wrong!
You can mount the solar panels in either orientation & the holes on the long edge should still be functional.
The only issue would be if your roof rails are further than 132cm (or the length of the solar panel).

You can do either, it depends if you want to double your Amps or your Voltage.
We dont have these panels instock currently to give you the max series fuse rating, but do know it far exceeds two panels.
Fusing is only really something worth considering if you want to connect 3 or more panels, and isn't required for two.
Running two of these panels in either configuration is super common, and loads of our customers have done exactly that.

Solar panels don't come with a guaranteed output - there are so many physical and environmental variables that affect this, including latitude, ambient temperature, solar panel temperature, if the panels have any dust coating, partial shade, cloud cover, sun direction, tilt of the panels, quality of charge regulator, etc.

9.55A is the maximum possible output of these panels in accordance with the Standard Testing Conditions for solar panels.
How much amperage they produce will be different on any given day, and is influenced largely by the above factors.

The 170W Solar Panel doesn't come with mounting brackets, you will need to purchase them separately. We have the Hard Korr Roof Rack Mounting Brackets for Fixed Solar Panel otherwise a generic mounting kit should work.

We don't sell Bluetti so I cant comment on compatibility sorry - just double-check the solar input specs on your unit and make sure they line up with the output specs of this pannel.
You should have any issues permanently mounting this panel outside.

You'll need a few extra things, the first one being a pair of MC4 multibranch connectors which you can pick up from Jaycar here, and the second being an MC4 to Anderson cable which you can find here.
You'll just need to plug the positive cables from both panels into the positive/male multibranch connector and do the same with the negative cables - have a look at this diagram as an example.
These multibranch connectors will then plug into the anderson cable, and away you go! 
This will keep your panels at 12v but double the Amps, so make sure your charge regulator is rated to 30A.

Not sure what you mean by car side plugs sorry - this fixed panel comes as pictured.  Depending on what Solar Regulator/Controller you have there is an MC4 to Anderson cable you will find in the You Might Also Like section which is what you need if your regulator has an Anderson adapter.

What are you plugging the panels into in your car?  Is it a charger controller, or do you have a power pack with that built in?
What are the input terminals you have on whatever you're wanting to plug the solar into?

These are photos of the same panel, neither of which are shingled.  I'm not sure what you are seeing on your end, but the photo on the right is a zoomed close-up of the top right-hand corner on a conventional 5 busbar panel.

Yes, you can connect two of these panels together in a series. You'd need an mc4 to mc4 connector cable with a splitter to then be able to connect to your battery source/regulator. It'd be worth giving Hard Korr a call, or visiting your local jaycar or similar for some cable options to set this up.

No, it doesn't.  Fixed Panels with bypass diodes will have a distinct white line across the panel, separating it into halves, which obviously allows each half to independently work at full potential if required.
Unfortunately, we don't have any panels in our range with the bypass diodes!

Yes, it would. The Hard Korr 170W Fixed Solar Panel is essentially the same kind of panel you'd find on a home roof, just smaller.

This panel is designed to be fix mounted to a roof rack / caravan etc, so it has MC4 connectors to keep the system waterproof. You might need a regulated panel with Anderson output for your Redarc, or if you've got a built-in regulator on your Redarc then you can get MC4 to Anderson cables, they're not something we currently carry, but I know Redarc do make them.
