Yep, it can - its comes with everything as pictured, so you'll just need the physical wall block that plugs into the powerpoint that you can connect a USB cable to.

Darche don't provide a power consumption but compared to other brands with the same or similar length light strip & functions, you're looking at around 1.4A on max. We'd be pretty confident you can go off this when factoring load on your 12v system.

The twisting dimmer switch doubles as a click button. You should just be able to click it to cycle through white and amber, and twist it to dim. Hope that helps!
